Domestic Violence Awareness Month FINAL RELEASE
Mayor Antonio Villaraigosa today joined Los Angeles Police Chief Charlie Beck, Los Angeles Police Foundation Executive Director Cecilia Glassman and representatives from Verizon Wireless to kick-off national Domestic Violence Awareness Month in Los Angeles. Together, they announced the lighting of several City landmarks in purple (the official color of Domestic Violence Awareness) and acknowledged the receipt of two grants to help fund the City’s Domestic Abuse Response Team (DART) program.

Public and corporate partners are helping to “Turn LA Purple,” the official color of the awareness campaign. Mayor Villaraigosa along with leaders of the public and private sectors announced “Domestic Violence Partnerships,” an expanding partnership between LAPD and domestic violence advocacy groups throughout the city. The new initiative designates a Lieutenant in every LAPD division as a domestic violence coordinator. The goal of the partnership is to extend services to victims, educate officers on the availability of services for victims, and connect victims to those services to more effectively end the cycle of abuse.

Mayor Villaraigosa Announces the Elimination of Environmental Affairs Department and Human Services Department

In an effort to balance the City’s budget, Mayor Villaraigosa eliminates two departments and compartmentalizes others. The Commission on Children, Youth and Families will join the Community Development Department (CDD) to create a new streamlined commission to oversee LA’s anti-poverty policy and programs. The domestic violence shelter operations program will also be transferred to the CDD.

Mayor Villaraigosa selects Nicole Bershon to be the new Inspector General. Before joining the Inspector General’s Office, Ms. Bershon served in the City Attorney’s Criminal Division as a prosecutor dealing with misdemeanors concerning domestic violence matters, narcotics offenses, and gang-related crimes.

The memo announces an agreement to clear LAPD’s backlog of approximately 7,000 rape kits by increasing staffing at the LAPD Crime Lab. The plan calls for the addition of ten criminalists every six months until the LAPD Crime Lab is fully staffed, as well as an increase in funding for outsourcing.

Mayor Antonio Villaraigosa, Los Angeles Police Chief Charlie Beck, City Attorney Carmen Trutanich, Controller Wendy Greuel, and members of the City Council announced an across the board reduction in crime in the City’s 2010 year-end crime statistics. Both violent crime and property crime were reduced in each of the Los Angeles Police Department’s four bureaus. Reason for this reduction is attributed to an expanded police force, more targeted police strategies, community policing and improved enforcement tactics, as well as the implementation of the City’s comprehensive gang initiatives.

The City’s record lows in crime are credited to the police force being at a record high. Despite the unprecedented fiscal crisis, attention should be given to fiscally responsible compromises that would slow the pace of new hiring rather than decreasing current police levels.
Mayor Announces Progress for Sexual Assault Evidence Kits

Mayor Antonio Villaraigosa highlights the progress the Los Angeles Police Department has made in significantly reducing the historical backlog of Sexual Assault Evidence Kits at the California Forensic Science Institute (CFSI) Awards Reception where Chief Charlie Beck was honored. The historical backlog has been drastically reduced to 35 untested kits, all of which are expected to be tested by the end of this month, and 674 tested kits that require a review and entry into the DNA database.

Despite a time of unprecedented budget constraints, Beck has been able to reduce crime, step up the City’s counterterrorism efforts, significantly reduced the DNA backlog, has expanded the Police Cadet Program, and made working with the Mayor’s Office of Gang Reduction and Youth Development (GRYD) a major priority.
